José Luis Peña was arrested in Houston,

Texas, charged with three counts of aggravated sexual abuse of minors.

Peña, 58 years old, was detained by agents of the Crimes Against Minors Division of the Houston Police Department (HPD).

The man is already detained in jail and faces his legal process before Judge Ramona Franklin, of the 338th Criminal District Court in Harris County.

Due to the seriousness of the accusations and to protect the identity of the victims, Judge Franklin has decided that some of the documents in the case will not be released for public consultation due to the horrors they tell.

What has the authorities concerned is that José Luis Peña could be responsible for other crimes since his victims, in the three cases they have open against him, were between three and 14 years old when the events occurred.

According to authorities, the crimes for which Peña is now accused occurred between 1999 to 2003 in the northwestern neighborhoods of the Houston metropolitan area.

However, according to a source within the investigation and who spoke with MundoHispánicoSome of the cases for which José Luis Peña is now being investigated date back to the 1970s and 1980s in other parts of Texas.

The HPD investigation against Peña took the agents a year and they managed to put together the case after finding and interviewing the three victims, whose names will not be revealed to protect their identity.

An intriguing point in the investigation against Peña is that when the man was arrested he declined to declare his nationality, so it is not known if he is a United States citizen or an immigrant.

As of this writing, HPD agents have with certainty located several abuses in Texas.

The first cases against Peña, according to investigation by detectives with the Crimes Against Minors Division, date back to the late 1970s and early 1980s at the house marked 700 Villarreal Drive in Corpus Christi, in southeastern Texas, off the coast of the Gulf of Mexico.

Later the agents have been able to accredit abuses that occurred in the house of 900 South Adams in Dallas, in North Texas, between 1981 and 1982. It is not detailed why Peña moved to another city.

The cases then continued in Baytown, Texas, an industrial city east of the Dallas metropolitan area near the house marked 3900 Ridge Canyon Road. The HPD agents do not detail, due to the confidentiality of the case, why they only detail that the abuses occurred «near» the house.

Finally, in the long list of abuses, the most recent cases that authorities have on file occurred at 9600 Hannon Drive from June 20, 1999 to January 9, 2003, in the Woodland Oaks neighborhood of northwest Houston.

When José Luis Peña was arrested, he declared that his city of residence was Baytown and that it is precisely one of the locations where some of his alleged abuses occurred, as indicated by the authorities.

The history of alleged abuses committed by José Luis Peña was discovered thanks to the courage and bravery of one of his victims who, despite the years, decided not to remain silent.

During November 2019, the now-adult woman went to the HPD headquarters in downtown Houston and asked to speak to detectives from the Special Victims Division to tell them about the hell she lived through as a child.

After recounting her torture, the woman told the authorities that there was at least one other victim of José Luis Peña when they were both girls.

The woman’s testimony allowed the authorities to open the investigations and, based on the testimonies of the two women, they managed to learn, by following the defendant’s traces, that there was another victim who they located and interviewed.

When the officers managed to identify, last August, the man the women were pointing to, the officers showed him images of José Luis Peña, positively identifying him as his alleged childhood abuser.

In October 2020, HPD agents issued an arrest warrant for José Luis Peña and detained him on Friday, November 6, as he was leaving his home and was taken to the Harris County jail.

Agents from the HPD Crimes Against Minors Division request that if anyone recognizes José Luis Peña as a sexual abuser, they contact his office at 713-830-3265.

Or the community can call the non-profit organization Houston Crime Stoppers, at 713-222-8477. All leads will be anonymous and there are agents who speak Spanish.

In the Harris County criminal records, it is detailed that José Luis Peña has an arrest for possession of marijuana, for a charge that dates back to October 1998 and for which he was found not guilty.

Furthermore, in April 1998 Peña was also arrested on a charge of aggravated violent attack against another person. For that case, he was also found not guilty.
