Tuesday night, criminal groups wrought terror in Celaya, Irapuato and Silao, burning at least 17 stores — focusing on Oxxo stores, pharmacies, as well as various vehicles. The presence of an armed group, members of the Jalisco Cartel in Michoacán, led by Ricardo Ruiz «Double R» Velazco can be seen in various videos, according to El Universal and Infobae.

But who is Ricardo Ruiz Velazco? Ricardo Ruiz Velazco, aka «Double R» or «Gut» is one of the most powerful leaders in the Jalisco Nueva Generación Cartel (CJNG). The Secretary of National Defense (Sedena) indicates that Double R began his criminal activities as part of this criminal organization in Jalisco.

Double R initially expanded to Michoacán and, later did the same in Guanajuato and Zacatecas. In addition, Double R is thought to be the one who produced and disseminated videos where members of the cartel show their arsenal and say they are ready to go to war against rival criminal organizations and the Mexican government itself.

The leader of the Elite Group has a corrido performed by the group Los Alegres del Barranco, in which they mention that Double R, presumably comes from «below» and that’s the reason he entered the criminal world. This is also why he has a taste for weapons and they composed a song about what Double R has gone through.

Double R is the leader of the cell of the Jalisco Cartel in Michoacán. «They are the ones who attacked the Villagran Police,» said Luis Cresencio Sandoval on July 19, 2020. The Secretary of Defense said three were killed, one wounded and four kidnapped in that attack.

It should be noted that in March 2013, Double R was linked to the murder of the then Secretary of Tourism of Jalisco, José de Jesús Gallegos Álvarez. In Irapuato, the Ministry of Citizen Security reported 11 attacks on businesses and various vehicles. The assailants, almost simultaneously, allegedly used Molotov cocktails to burn stores. Among the affected businesses are the Oxxo store in the La Pradera neighborhood, in the northern zone, and a Guadalajara pharmacy, in Irapuato, as well as another Oxxo on Irapuato Avenue and in Las Torres de Celaya. There was also one more in the Los Fresnos de Silao neighborhood, and the attempted arson attack on an ISSEG pharmacy in that municipality.

Military and police officers were still deployed in the area on Wednesday morning «because they are looking to arrest more suspected criminals.» The strongest cartel in that area is the Jalisco Nueva Generation, whose leader, Nemesio «El Mencho» Oseguera is one of the most wanted drug traffickers in Mexico and the United States. According to Infobae, there is no indication that Oseguera was at the site of the operation. Local media point out that the members of said meeting were all intermediate bosses of the Jalisco cartel, one of the most powerful criminal organizations in Mexico that wants to strengthen its power in the neighboring state of Guanajuato and has constant clashes with local gangs there.

Blockades and roadblocks with burning vehicles are a common reaction of criminal groups when there are major arrests in order to block and distract the authorities. In this case, they sowed fear in different parts of Jalisco and the neighboring state of Guanajuato, including Guadalajara, the second largest city in Mexico.
