He would fake a mechanical failure on his microbus to force all passengers off except for one woman, whom he would offer to take to her destination.

Instead of taking her home, he would change the route, sexually assault her, and then kill her.
He often dumped the bodies in a canal in Tlalnepantla and chose late-night passengers to ensure he had more time to commit his crimes.
Librado’s reign of terror ended on February 26, 2012, when he was captured in Mexico City and taken to the Subprocuraduría de Justicia in Tlalnepantla.
However, his detention was marred by controversy.
On February 27, Librado escaped from the Attorney General’s office with the assistance of his guards.
Authorities offered a million-peso reward for information leading to his recapture.
On March 3, 2012, Librado Legorreta was apprehended again in the Magdalena Contreras district of Mexico City.
His escape and subsequent capture caused widespread public outrage.
It was later revealed that three investigative police officers had aided in his escape. These officers were arrested for negligence and corruption.
Thus this was a case that exposed systemic failures.
