Carlos Mavarez Viloria, a Venezuelan immigrant, has been arrested ten times since his arrival in Chicago last summer.
He was staying at the migrant shelter in the Standard Club in the city’s downtown area.
Viloria was released after each arrest, but that changed the last time when he was charged with his first felony, according to CWBChicago.

Why Carlos Mavarez Viloria was arrested the first time
Carlos Mavarez Viloria is currently in the Cook County Jail.
His first arrest occurred on July 12 for stealing items worth $193 from Walmart in Evergreen Park.
A judge issued a warrant for his arrest when he failed to appear in court the following month.
The next day, he was arrested again for attempting to steal $158 worth of T-shirts from Macy’s.
He was also arrested for drugs and shoplifting
In August, he was arrested for possessing a crack pipe in the Loop, though prosecutors dropped the charge.
He received seven days for the Walmart case, while the other two cases were dismissed.
On November 24, he was arrested for theft and narcotics possession at Nordstrom Rack.
The charges were dropped less than three weeks later.
He was arrested several more times
In February, he was arrested twice, once was for shoplifting from Walmart in Evergreen Park.
He did not appear in court, and there has been an active arrest warrant since May 3.
Later that month, he was arrested for threatening a convenience store employee with a lighter shaped like a gun.
On April 12, he was tasered by the Chicago police after resisting arrest for stealing two Four Loko beverages.
He was arrested for selling clothes without a permit
His eighth arrest was on April 19 when he entered Walgreens despite being banned.
On April 27, he was arrested in Pritzker Park for selling clothes without permission.
He claimed he was selling the clothes to earn money for his children.
Viloria’s tenth arrest occurred on May 15 at Pritzker Park.
Carlos Mavarez Viloria had a confrontation with police
Cook County Sheriff’s deputies arrested him for multiple thefts at TJ Maxx.
Viloria struggled with one of the deputies.
A second deputy suffered injuries to his hand and arm.
Viloria was charged with aggravated assault against a peace officer, resisting arrest, reckless conduct and theft.
