Biden suspended the Asylum Cooperation Agreement (ACA) with El Salvador and Honduras signed by the Administration of former President Donald Trump, which allowed the deportation of migrants from these countries, Secretary of State Antony Blinken reported this Saturday.

In this way, Blinken said in a statement, the US Government is taking the «first concrete steps» to achieve greater «partnership and collaboration» in the region outlined by President Joe Biden, than since he arrived at the Casa Blanca is dismantling the immigration policy of its predecessor.

«Consistent with the President’s vision, we have notified the governments of El Salvador, Guatemala, and Honduras that the United States is taking this action as efforts begin to establish a cooperative and mutually respectful approach to managing migration in the region.» Blinken said.

The Government of Guatemala had already reported last Friday that the United States had ended the so-called “safe third country” agreement, signed in July 2019 by the Trump government and the local president at that time, Jimmy Morales (2016-2020 ).

Transfers under the agreement between the US and Guatemala had been suspended since mid-March 2020 due to the Covid-19 pandemic, and the agreements with El Salvador and Honduras were never implemented, the State Department explained.

«To be clear, these actions do not mean that the US border is open,» Blinken said.

He also indicated that the current US government believes that there are «more appropriate ways of working» with these countries to «manage» migration throughout the region than that developed by the Trump team, which made the tough policy migratory, one of its main hallmarks.

In an executive order signed this week, Biden opted to address the causes of migration, manage migration in the region, and «provide safe and orderly processing» of asylum seekers at the border, said Saturday’s statement.

As of February 2020, according to official data from Guatemala, approximately 700 Honduran and Salvadoran migrants were deported from the United States to Guatemala under the ACA framework.

The agreement was originally signed on July 26, 2019 and made Guatemala a “safe third country”, a figure through which the US was authorized to send deported Salvadoran and Honduran migrants to its territory.

Biden has promised to introduce the Citizenship Act, an extremely «ambitious» immigration reform that would provide a path to citizenship for millions of undocumented immigrants.

One of the main requirements to be eligible is to have arrived or be living in the country before January 1, 2021, so any immigrant who arrived afterwards will not qualify for citizenship through the Biden reform.

The United States plans to help the so-called Northern Triangle of Central America with the goal of promoting opportunity and prosperity for individuals and communities throughout the region.
