President Joe Biden has proposed a ban on vehicles manufactured with Chinese and Russian technology due to concerns about U.S. national security.
The regulation targets connected and autonomous vehicles, effectively closing the U.S. market to most new Chinese cars.
Commerce Secretary Gina Raimondo explained that modern vehicles are equipped with Bluetooth, cellular, satellite, and Wi-Fi modules, which are vulnerable to cyberattacks.
Nearly all new vehicles in the U.S. are «connected,» allowing data sharing with other devices both inside and outside the vehicle.

This proposal stems from an investigation ordered by Biden in February to determine if Chinese vehicles pose a security risk.
The investigation was extended to include Russia, with concerns that the Kremlin could access data through Russian tech firms.
The investigation concluded that Chinese and Russian technologies present risks to critical infrastructure and the privacy of U.S. drivers.
Raimondo emphasized the need for proactive measures to prevent an influx of Chinese vehicles on American roads.
The regulation will prohibit the import and sale of vehicles with communication software or hardware from China and Russia.
Autonomous vehicles from these countries will also be banned to limit potential cyber interference or attacks on U.S. soil.

The proposal opens a 30-day period for public and industry comments and suggestions.
The goal is to implement the regulation before Joe Biden’s term ends on January 20, 2025.
The ban on hardware will begin in January 2029, giving the auto industry time to comply with the new requirements.
The regulation will apply to road vehicles such as cars, trucks, and buses but will exclude agricultural or mining vehicles.
This measure aims to protect national security from potential external manipulation, ensuring the privacy of U.S. citizens.
Biden’s proposal reflects a proactive approach to technological threats from China and Russia in the automotive industry.
