Officials say that it was a mistake on the part of the helicopter pilot

Robert Sumwalt, president of the United States National Transportation Safety Board, said the following about Ara Zobayan’s actions: «This maneuver is consistent with the pilot experiencing spatial disorientation in conditions of limited visibility.»
